HRC was contacted
by the Road Commission for Oakland County (RCOC) to assist
them in rebuilding the Davisburg Maintenance Garage which
was damaged by fire on the night of January 20, 2004. The
fire destroyed approximately 50% of the Maintenance Garage
area and left the remaining portion of the garage and the
support spaces damaged from heat, soot and smoke.
HRC's involvement
has included assisting in the planning for the reconstructed
garage, negotiations with the insurance company to arrive
at a satisfactory settlement, construction documents for
the fast track bidding sequence and a modified construction
engineering effort to ensure the delivered product meets
the specifications.
RCOC realized they
had an enormous task on their hands and also the opportunity
to make some significant changes to the 37 year old garage
to better reflect the way RCOC conducts business in 2004.
The planning aspect of the project allowed for HRC to interview
key County personnel and develop schematic drawings to reflect
the results of the interviews.
The real challenge
was for HRC to determine a way to be able to design-bid
and build the Davisburg Garage so that RCOC could re-occupy
the space by the end of December 2004. A pre-engineered
building addition of approximately 24,000 square feet was
bid and awarded. The second contract for the remaining reconstruction
work was bid before the end of June with construction in
the field starting in early July. Everything is on the schedule
HRC prepared in April with delivery of the first Construction
Documents and the bids were under HRC's estimate of costs.
The Road Commission
held an open house for its employees on December 20, 2004
approximately one week prior to moving into the completed
facility. Everything was accomplished on the fast track
schedule to meet RCOC's goal of occupancy by the end of
2004.
