Since 1962, HRC has served as the City of Southfield's Consulting Engineers.   HRC has assisted in infrastructure improvements for the City of Southfield's City Center Project beginning with a feasibility study in 1970, and has continued to assist the City in the development of the Complex.  The City hall contains various City functions, as well as sports activities, and is the Site of the City's New Library, a 118,000 sft state-of-the-art facility set into the Complex to give the Library a position of recognizable importance.  The City Hall complex involves approximately 350 acres of land, including the Evergreen Hills Golf Course, a Citywide swimming pool, an Ice Arena, 36th District Court, Police Headquarters, Parks and Recreation Services, and City Hall.

HRC continues to assist with numerous plan reviews for various developments throughout the City, as we have over the years, including very complex locations such as the Prudential Town Center.  HRC recently completed civil/site design and construction of the City's seven (7) tennis courts and lighted baseball field.  These facilities required close coordination during construction to maintain service to the on-going daily operations while facilitating construction.  The ballfield was designed and built to accommodate regulation baseball, and includes masonry dugouts and an announcer's booth.  In addition, HRC performed civil/site design for the City's new $36 million, 118,000 square foot library.  The Library project involved the redevelopment of the roadway and pedestrian pathways to improve the circulation within the complex.  The redevelopment created a ring road concept, and bays of parking that allow pedestrians to access the buildings with a significantly reduced vehicle interfacing.  HRC has also provided services to the City to maintain their primary power and communications needs on site, and is currently assisting in the redesign of the Main Entrance to City Hall, to create a pedestrian friendly campus setting.

Survey Services
HRC performed the topographic design survey for both the design of the new Library Building that was located within the project and also for the design of the new site facilities that included the reconfiguration of a portion of the existing parking lot and the addition of new tennis courts and ball diamonds.  Construction layout of all new site facilities was also provided along with control for the control layout of the new library in relationship to the balance of the site.
