The City of Wixom wanted to develop a downtown area that would be a pedestrian friendly environment, be a concentrated location for commercial and restaurant development and be the focal point of their community. After signing an agreement with a pair of local developers to build the commercial and residential portion of the project, the City of Wixom needed to redevelop its Civic Center Campus so it would match the goals of the area.
The City hired Hubbell, Roth & Clark, Inc. (HRC) to design the site civil portion of the Civic Center Improvements. HRC teamed with Hamilton-Anderson Associates (HAA) of Detroit, Michigan who conducted the urban planning and landscape architecture work.
HRC's design included relocating the existing detention basin from between the two civic buildings to the rear of the site. A reflective pond with waterfall, water jets and LCD lighting replaced the basin as the main focal point of the improvements. HRC also designed road paving and on-street parking, traffic signals, and the public utility relocations that were required for future development. This included paving, sanitary sewer, water main and storm sewer service to areas on the north and south side of the site that will be developed into other future governmental and retail uses.
HRC and HAA collaborated on the design of Sibley Park on the north side of Pontiac Trail in the middle of the commercial area. This park included open green space, pedestrian lighting, benches and a gazebo. Sibley Park serves as the main gathering location for concerts and public events. The gazebo structure was designed with the necessary amenities to accommodate public address equipment, water service for food vendors and electric facilities for exhibit booths and holiday decorating.
Survey Services
HRC initially performed the topographic design survey for the redesign of the existing parking lots adjacent to the Wixom City Hall and Library. The survey recorded the existing surface features and underground utilities and included the adjacent right-of-way of Pontiac Trail which is under that jurisdiction of the Road Commission of Oakland County. Upon completion of the design HRC provided construction layout of the new paving, underground drainage and electrical lighting. The layout was coordinated with layout being done by others on the new commercial and residential development on the north side of Pontiac Trial. A section of the new development on the north mirrored a section of the new Civic Center and required the matching of control to achieve the desired result.
