HRC has partnered with Bloomfield Township on their comprehensive sanitary sewer investigation and rehabilitation projects over the past 11 years. The extent of our services provided to the Township is as follows:
Metering
HRC has completed sub metering throughout the entire Township. The larger OCWRC meter districts were broken down into sub-districts and additional metering was performed by HRC to further identify areas with higher than expected levels of I/I for additional investigation by Township televising crews or HRC field inspectors.
Sanitary Sewer Inspection Program
HRC assisted the Township in putting together a staged and comprehensive program to contract the cleaning and televising all of the older sewers in the Township to determine rehabilitation needs. Two phases of the program have been completed, and approximated 200,000 lineal feet of sewer were cleaned and televised. From these tapes, HRC reviewed each of the sewer runs to determine the rehabilitation means that needed to be completed. A spreadsheet and a report of the findings was prepared and given to the Township at the end of each project.
SSES Programs
The Township has completed two (2) SSES programs in areas identified as having higher than expected levels of flow. These programs included investigations of 360 manholes and approximately 68,000 lft of smoke testing. In addition, 1,165 manholes inspections have been completed in other areas of the Township.
Point Repair Program
Based on the results of the Sanitary Sewer Inspection Programs several runs were identified to require point repairs. This rehabilitation was performed by the Township with HRC technical support. The repairs generally consisted of excavating and removing several pipe segments, replacing them and then lining the entire sewer run.
Relining Program
Based on the results of the Sanitary Sewer Inspection Programs, HRC identified runs that were in deteriorating condition and in need of CIPP relining. Phase I of this program involved the relining of approximately 10,000 lft of sanitary sewer from 8" to 15" diameter. The project was designed, bid and completed in 2002.
Sanitary Sewer Maintenance Contract
In lieu of continuing to contract a yearly inspection and repair program, the Township elected to solicit proposals from qualified contractors for a renewable operation and maintenance contract with the Township to execute all needed inspection and repair work. HRC prepared the requests for proposals, evaluated submittals with the Township, including facilitating contractor interviews, and assisted in the selection of the Contractor. HRC also assists with video tape review, construction management, and oversight of rehabilitation programs.
