HRC assisted the City of Southfield with administration and implementation of its Soil Erosion and Sedimentation Control Program from 1997 to 2008.  HRC field staff conducted site observations at residential and commercial construction sites to ensure that adequate soil erosion controls are installed and maintained in accordance with the city-issued soil erosion permit.  When controls were not adequately installed or maintained, HRC initiated enforcement action against the property owner on behalf of the City.  HRC maintains records of all site observations, enforcement actions and contacts.  HRC field staff have completed MDEQ Phase 1 and Phase 2 training and have been certified as NPDES Stormwater Operators.
