September 25, 2008 Update – Phase Three


The Phase Two, Stage Three work on the north half of University Drive from Pine to Main Street is substantially complete. There is still some restoration behind the curbs that is being completed.

Phase Three water main and sanitary sewer construction has been completed. Iafrate is making the side street connections for water as well as connecting sanitary leads to the new sanitary sewer this week. Storm sewer construction has been completed to Wilcox St.

Iafrate has begun grading the road starting from Pine moving west and edge drains as well as aggregate base has been placed to Madison. Curbs will be installed from Pine St. to Madison on Friday, September 26.

While the curbs are curing and the road is being prepared for asphalt, access to driveways will be limited. The road will be closed to thru traffic but open to local traffic during Phase Three.

Construction on Wesley Avenue will begin on Monday, September 29. The contractor will start by removing the pavement on the road followed by underground utilities. Local access will be maintained at all times other then when the Contractor is working directly in front of your property. Completion for Wesley Avenue and the entire University Drive project is scheduled for the middle of November.

September 11, 2008 Update – Phase Three


The Phase Two, Stage Three work on the north half of University Drive from Pine to Main Street is substantially complete. There is still some restoration behind the curbs that is being completed.

Phase Three water main and sanitary sewer construction has been completed to 100’ west of Wilcox. Iafrate is making the side street connections for water as well as connecting sanitary leads to the new sanitary sewer this week. Storm sewer construction has been completed to 200’ west of Madison.

Iafrate will begin grading the road starting near Pine moving west starting Monday, September 15 and follow that with edge drains and stone.

While the underground utility work is under construction, there will be times when driveway access will be limited. After the work is completed in front of any property, the driveway access will be restored immediately. The road will be closed to thru traffic but open to local traffic during Phase Three.

August 25, 2008 Update – Phase Three

August 7, 2008 Update – Phase Three

Phase Three began with milling of the asphalt and removal of the pavement. Underground utility work will begin in the next few days. While the underground utility work is under construction, there will be times when driveway access will be limited. After the work is completed in front of any property, the driveway access will be restored immediately. Underground utility work is expected to be completed by September 3, 2008. The road will be closed to thru traffic but open to local traffic during Phase Three.

Construction on Wesley Avenue will not begin until after Labor Day.

July 23, 2008 Update – Phase Two, Stage Three


The Phase Two, Stage Three work on the north half of University Drive from Pine to Main Street is substantially complete. The underground work has been completed.

The bituminous base courses are to be placed in the next few days and the contractor, Iafrate, will be working on minor items of work before the final asphalt surface is placed. Iafrate anticipates striping the pavement and switching traffic to Phase Three on August 1, 2008. Once traffic is transferred, University Drive will be closed from Pine St. to Ludlow until October, 2008. Detour routes will be in place during this time.

June 20, 2008 Update – Phase Two, Stage Two


The Phase Two, Stage Two work on the south half of University Drive from Pine to Main Street is substantially complete. The underground work has been completed.

The bituminous base courses are in place and the contractor, Iafrate, is working on minor items of work before striping the new pavement. Iafrate anticipates to stripe the pavement and will be switching traffic to the south of University Drive on Saturday, June 21, 2008. Once traffic is transferred, the contractor will commence work for Phase Two, Stage Three on the north half of University Drive from Pine to Main Street starting Monday, June 23, 2008 with milling of the asphalt surface followed by the pavement removals and installation of the water main and remaining storm sewer.

May 28, 2008 Update – Phase Two, Stages One & Two


Phase Two, Stage One – The underground utilities have been completed at the municipal parking lot and at Pine Street from the sewer outfall to University Drive, except for two water service connections on Pine Street. The concrete sidewalk with integral curb and pavement at the parking lot has been restored with hot mix asphalt. Partial roadway restoration on Pine Street was done with gravel and hot mix asphalt leveling course. The final wearing course will be placed immediately after the connection of the water service on Pine Street is complete.

Phase Two, Stage Two – The contractor is currently working on underground utilities which are expected to be completed by June 3, 2008. Iafrate is scheduled to commence work on the stone base by June 2, 2008 and to install curb and gutter by June 5, 2008.

The contractor is expecting to place the hot mix asphalt on June 16, 2008 and complete the restoration work on the same date, weather permitting.

Iafrate is projecting to switch traffic from Stage Two to Stage Three and to commence work on the north side of University Drive for Phase Two, Stage Three work by June 16, 2008.

April 3, 2008 Update — Phase Two

Please be advised that Iafrate Construction (the Contractor for the project) has said that he will most likely not begin his operations until April 14th. The frost laws remain in effect and the best everyone can predict right now for the frost laws to be lifted is April 14th. He will keep us posted as the middle of next week approaches, but for now, he is not planning on commencing work at his original forecasted date of April 7th, due to the frost laws.

October 30, 2007 Update — Phase One Completion

The Phase One work is now completed, except for some minor punch list items, and the road is now open to traffic. You may notice a slight bump in the Westbound lanes as you approach Ludlow Street, but that will be addressed with the Phase Three work, as there was a short blending from the new construction to the old, which is causing the bump. The maintaining of traffic during Phase One prevented additional work to smooth this condition out without a shutdown of the traffic, so a decision was made to not interrupt traffic to compensate for the issue. The remainder of the project will begin in late Spring, with work on Pine Street storm sewer to the Paint Creek, and will transition into the Phase Two work from Main Street to Pine Street, which will be done part width, maintaining traffic similar to the Phase One traffic control.

Once the Contractor notifies the City that work will begin in the Spring, the Web Site will be updated, and HRC will notify the Media for advanced planning for the General Public, as well as Notices will be handed out to the adjacent Property Owners.

September 21, 2007 Update — Phase One, Stage Two (north side)

The water main testing has been completed and everything has passed successfully. The Contractor, Iafrate, was working on connecting the water services yesterday and hoped to complete the individual water services yesterday. The Contractor needs to make one final water main connection from the old system to the new water main early next week. It is in the intersection of Taylor and University.
The Contractor will begin installing edge drains on Tuesday, September 25, and will follow those with the aggregate subbase beginning on Wednesday, September 26, and concrete curbs by Friday, September 28. Weather permitting, the Contractor could begin placing the bituminous pavement during the first of the week of October 8th. The Contractor will be doing the Dentist’s office driveway part-width to allow access, placing concrete curbs through the intersection of Helen and Ludlow, and will place a bridge on the two streets to allow access while the concrete cures.
Trees will be trimmed next week. The 28” Maple just east of 612 University Drive will be removed to prepare for the 2008 construction work. No further work will be done on the project after the completion of the Phase One work this year, and the Contractor will begin work in the spring on the Pine Street storm sewer and outfall.
Updates will be discontinued about the middle of October due to the 2007 work being completed. The next Phase will not commence for about 6 months.

September 14, 2007 Update — Phase One, Stage Two (north side)

Water main work has been completed except for two connections, and the pressure testing has passed successfully. The bacterially water sampling testing is underway currently. As the water services need to be installed before the subbase can be started, there have been two days of no work. Test results for the water sampling should be available Monday, September 17, after which the Contractor can begin to install the water services. The water services are anticipated to take about two days to complete. The Contractor will also begin the installation of edge drains Monday, September 17 or Tuesday, September 18. The Contractor expects to begin the final two water main connections approximately Wednesday, and it will take a day or two to complete.

The Contractor is expecting to commence work on the stone base beginning Thursday of this week, and to begin to install curbs the week of September 24th, and it will take most of the week of the 24th to install the curbs and begin the curing of the concrete. Once that is done, the Contractor will begin to final grading the stone base and place the bituminous pavement about the first week of October, weather permitting.

Iafrate is reconsidering the potential to do storm sewer work on Pine Street yet this year, as he wants to be sure that he will be able to fully restore it before the onset of winter.

Traffic seems to have adapted to the construction as certain refinements of the turning movements, etc., have been worked on over the past week.

September 7, 2007 Update — Phase One, Stage Two (north side)

The Contractor, Iafrate, has completed the pavement removal for Phase Two of the first Stage of the project and is currently working on underground utilities. The Contractor expects to complete the last 100 feet of water main and make the connection at Ludlow by September 11. Once the water main is connected, the Contractor will begin flushing and testing the new water main section which will take until Monday, September 17. While the water main testing is going on, the Contractor will begin to shape the subbase of the roadway for placement of the aggregate base. He plans to place the aggregate base starting Wednesday, September 12, and hopes to conclude the placement of the aggregate base next week. Concrete curbs will begin late next week or the first part of the week of September 17 and will take most of the week to complete. There will still be intermittent closures of the Ludlow intersection to allow for utility work to continue. During the next week, the Contractor will also widen the aggregate base to allow for easier turn movements to the adjacent streets and properties. The Contractor will also trim the damaged trees where they have been impacted by his work.

The Contractor will begin to review the potential for installing the storm sewer outfall to Paint Creek through the Municipal Parking lot and Pine Street, extending it to University Drive yet this year. While this is a Stage Two work item, if the pavement can be restored fully yet this year, allowing the storm sewer work to be done, then it will expedite the schedule for completion of the project next year.

Based on the anticipated schedule, and weather permitting, the Contractor could be placing asphalt pavement late in September and into the first week of October, which would recover the schedule originally submitted for the Stage One work.

August 24, 2007 Update — Phase One, Stage One (South Side of University)

The Contractor Iafrate is paving the Phase One (south half) of University Drive today. He will be doing some of the sidewalk gaps and driveways on the south side tomorrow. The Contractor will also be doing pavement markings for Phase Two today and is planning to switch traffic to the new pavement Monday AM, August 27. They will begin milling the Phase Two pavement on Monday and begin to remove the pavement on Tuesday, August 28. That will likely take the remainder of the week.

Driveways and streets will be ramped with gravel to allow access upon the pavement removal. Utilities in Phase Two are scheduled to begin on Tuesday, September 4 and continue through the week. Contractor is about 2 to 3 days behind schedule, but that is related to the recent rains, and he hopes to get back on schedule during Phase Two work. There will be intermittent closure of Ludlow to allow for the pavement removals and utilities, but the closure should be limited to daytime hours, and will be reopened to traffic at the end of the day. During closures, Ludlow will be barricaded at Seventh Street, and every effort will be taken to minimize these closures.

August 10, 2007 Update — Phase One, Stage One (South Side of University)

Contractor has made progress with the underground utilities, but has been delayed due to rains in the middle of the week, along with doing some additional work on the water main connections at the City’s request. Iafrate will be connecting a 12” and 10” water main on Monday at the intersection of Taylor and University, which should complete the water main work for this Stage of the Phase One work.

Edge drains for the stone subbase will begin starting August 11th, and will take 2 to 3 days to complete. Iafrate will begin placing the aggregate stone base on August 13th, followed by concrete curb-and-gutter and driveway approaches starting August 14th or 15th, weather dependent. The concrete work will have to reach its design strength, which will take 3 to 5 days from when it is placed after which time Iafrate will fine grade the aggregate for placement of the bituminous pavement. Iafrate anticipates that the bituminous base courses will begin approximately August 20th to 21st, and will take about 2 to 3 days to complete. The final bituminous surface will not be placed at this time, but will be placed once the Stage Two work is done.

Iafrate is projecting switching traffic from the North side to the South side and commencing Stage Two (north side of Phase One) of the 2007 work about August 27th, but that may need to be refined over the next week or two. Iafrate has requested to work on Sunday’s, and the City has approved this request with the understanding no equipment will be started until after 8:00 AM.

August 6, 2007 Update:

The Contractor is still installing water mains, making reconnections to the system where the new water main meets the original water mains that were planned to stay in place, and providing new water services to those connected along University Drive.  Based on additional information found in the field, the University Drive and Taylor Street intersection water main will require some modifications to the proposed water main to address some older pipe found to exist.

This week the Contractor will be installing edge drains along the south curb line, grading the roadway for the placement of the aggregate stone base, placing the concrete curbs, walks and approaches, and preparing the area for the placement of the asphalt pavement during the week of August 13th.  The final asphalt surface will await the end of Phase One, at which time, the Contractor will place it full width while maintaining traffic.   The Contractor has requested the ability to pave on Sunday, August 12th, weather permitting, which if approved, will not commence until 8:00 AM.

The goal of the Contractor is to switch the traffic from the North side of the roadway to the South side, so that he may commence removals and underground on the North side sometime during the end of the week of August 13th.

July 30, 2007 Update:

The Contractor is working on the sanitary sewer within Phase 1 (south side of the street) and will continue to do so the week of July 30. Once the main line sanitary sewer is built, he will begin to connect the individual sanitary sewer leads to each home/business. The Contractor may need to work on private property to complete this operation. The connection points will need to be separated where a single sewer lead currently serves multiple houses or businesses. Once the sanitary sewer is completed, the Contractor will begin the storm sewer and water main work, which is expected to begin in about a week.

The area near St. John Lutheran Church will be graded to accept gravel subbase this week. The gravel will begin to be placed this week in preparation for the installation of curbs and asphalt base course. Contractor is still on schedule and intends to complete Phase 1 (South Side) by the last week of August.
