The original 12 million
gallon per day (MGD) facility was designed by Hubbell, Roth
& Clark, Inc. and placed in operation in 1988.
Construction of the South Huron Valley Wastewater Control
System, including two separate sewer arms and the 12 MGD
Treatment Plant, were the culmination of many years of planning.
The interceptor sewer
system operated by the South Huron Valley Utility Authority
includes 131,509 feet of sanitary sewer interceptors ranging
in size from 12 inches to 84 inches in diameter, 9,610 feet
of 36" force main, 361 manholes, one inverted siphon,
10 river crossings and several special structures.

Construction cost
of the interceptor system and the 12 MGD treatment plant
was approximately $72,000,000. Construction funds
included Federal/State Grants, an SRF Loan and community
dollars.
The hydraulic capacity
of the plant is 60 MGD. The treatment capacity of
the plant, as constructed in 1988, was 12 MGD through the
Biological Secondary System with excess flows receiving
preliminary and primary treatment and disinfection.
The current expansion
of the Wastewater Plant Secondary Treatment System and Sludge
Handling capability from 12 MGD to 24 MGD was placed in
operation in March, 2001. HRC's scope of work for the expansion
project included a study to determine the extent of the
design work, design of the new and rehabilitated facilities,
and construction services.
Design work included
preparation of contract documents for the new Biological
Treatment Tanks, Final Clarifiers, Sludge Thickeners, Sludge
Storage Tanks, Return and Waste Activated Sludge Pumps,
new/replacement Sludge Pumping and Mixing equipment, complete
replacement of Plant Communication and Plant Control systems,
upgrading of H&V controls throughout the Plant and upgrading
of the Plant Odor Control System. The design work
included structural, architectural, electrical, instrumentation,
civil/site, process and mechanical disciplines.
Construction
cost of the plant expansion was $21,400,000. The project
was constructed under the State of Michigan SRF Loan Program
. The plant expansion increased the cost of the total wastewater
treatment system to $94,650,000.
Construction services
included bid review and assistance in preparation of project
contract, shop drawing review, preparation and review of
change orders and project costs, construction observation
and resolution of questions and problems.
